Site assessments for Real Estate Portfolio - For Sauer’s Properties Inc., dpSTUDIO provided Phase II environmental due diligence assessments for a portfolio of eight properties that served as collateral for a $50M line of credit. The assessments were performed simultaneously on properties that included three active shopping centers, multiple office buildings, and two manufacturing plants located in Richmond, Virginia and comprising over 56 acres with almost 1M sq ft of total building space.

Voluntary Remediation Program assessment and remediation, Former Concrete Pipe and Precast Company, Richmond, VA – dpSTUDIO is presently conducting a VRP site characterization and risk/remediation assessment for this 75-acre industrial property that manufactured concrete products since the 1920s. Efforts include inventory of former UST/ASTs; ground penetrating radar survey; soil and groundwater sampling; sub-slab soil vapor survey for multiple buildings; and delineation of chlorinated solvent plume in shallow groundwater.

Remedial Investigation of 5-acre Utilities Parcel, Dalton, Georgia - Following completion of a pre-acquisition Phase I environmental site assessment, dpSTUDIO was contracted to perform a remedial investigation (RI) of impacts from past use. Site history included a municipal waste water treatment plant that included sewage sludge drying and incineration operation until the 1960s. The site also was adjacent to the former Naugatuck Chemical Company, which manufactured rubberized carpet backing beginning in the 1950s. The RI identified elevated heavy metals in soils and volatile organic compounds in groundwater that exceeded Georgia Department of Natural Resources guidance levels for industrial sites.

For the Jamestown-Yorktown Foundation, conducted site characterization, risk assessments, and remedial action to obtain Certificate of Satisfactory Completion for Voluntary Remediation Program (VRP) cleanup in Yorktown, VA, the first cleanup involving Hexavalent Chromium ("Chromium-6") under Virginia’s VRP. This property became a key feature in completing the exciting redevelopment of the historic Yorktown waterfront known as Riverwalk Landing and assisted in leveraging other development and re-use in the project area.

Industrial Site Assessments
Westborough, Massachusetts Environmental Site Assessment – provided a Phase I ESA as part of due diligence for a suburban industrial manufacturing facility. Our assessment confirmed that Recognized Environmental Conditions (RECs) were limited to offsite properties, which included an adjacent active metal stamping facility that released chlorinated solvents to soils and groundwater; a former leaking heating oil UST; and a former wood treating site on the National Priorities List. |
Environmental Due Diligence for Industrial Recycling Facilities, Detroit, Michigan - conducted a pre-acquisition due diligence investigation which included Phase I ESAs of Industrial Resin Recyclers Inc. facilities in Detroit (4 sites) and one facility in Alabama. The properties included legacy industrial facilities in the textile and automotive sectors, which required evaluation of impacts from an active groundwater treatment and soil vapor extraction system, several restrictive covenants and activity and use limitations (AUL), and Michigan Due Care requirements for property transfers.

Former Carriage, Inc. RV Manufacturing Plant, Millersburg, IN - to allow re-use for this 12 acre parcel, dpSTUDIO assessed multiple environmental impacts to site soils and groundwater from solvent releases, former burn pits, and an adjacent hazardous waste landfill. Working with the state Department of Environmental Management and the prospective purchaser's legal counsel, an environmental restrictive covenant (ERC) was eventually drafted. The ERC allowed the buyer a means to avoid exhaustive and intrusive investigation and obtain a reasonable sale agreement.

Phase I ESA of Former Textile Plant - dpSTUDIO performed a pre-aquisition site assessment for the former Schweiger Industries facility in Victoria, Virginia, which includes an approx 134,000 sq ft industrial building on 34 acres. The facility operated as a textile dye plant, and included waste water lagoons and fuel oil underground storage tanks (USTs).

Compliance & Permitting
United Scrap Metal of Virginia Environmental Permits - For this 26-acre industrial scrap metal recycling facility, dpSTUDIO provided all permit support following a Phase I and Phase II pre-acquisition due diligence investigation. Regulatory support included preparation and certification of a Spill Prevention, Control and Countermeasures (SPCC) plan for petroleum storage at the facility; storm water pollution prevention plan (SWPPP); and VPDES permit & semi-annual sampling for industrial activity storm water discharges.

Petroleum Storage Tank Compliance for Dominion Energy - Managed compliance and recordkeeping for all petroleum underground storage tanks (USTs) at Dominion facilities in VA and NC, which includes a total of 35 district offices and 5 power plants. Over a 6-month period, services included review of compliance status for over 100 USTs, and development and deployment of a training program for tank operators and environmental compliance coordinators. |
Environmental Compliance for Plastics Industry - Currently providing environmental due diligence consulting for multiple plastics and petrochemical plants, subsidiary companies, warehouses, and an international lending consortium to provide environmental site assessments of over 10 million sq ft of heavy industrial plastics manufacturing plants at more than 30 locations throughout the U.S. and Canada. The facilities include HDPE / LDPE, PVC, PP, PET, and other types of plastics manufacturers, the largest PVC pipe manufacturer in the world, and related plastics subsidiary industries.

dpSTUDIO supported the seller (Capital One) and broker (CBRE Inc.) to dispose a 550,000 sq ft distribution center in the southwest U.S. The environmental conditions included a leaking petroleum UST under active closure and cleanup requirements, and for which dpSTUDIO presented a “most likely value approach” to estimate the new owner’s costs for compliance. dpSTUDIO continues to manage the new owner's regulatory requirements, which have included baseline sampling and monitoring; request for proposal and selection of a local remediation contractor; program management and review; and value engineering of proposed work, which has saved almost 50% in total potential cleanup costs to date.

Federal
Asbestos Abatement Project Monitoring at Ft. Lee Combined Arms Support Command. Working for general contractor Purcell Construction, dpSTUDIO provided onsite monitoring and air quality analysis during demolition of military housing for the Advanced Individual Training (AIT) barracks redevelopment. Responsibilities include abatement contractor monitoring and adherence to technical specifications; air sampling during pre-demolition Class I and Class II asbestos removal; clearance sampling; and verification testing of suspect materials for multiple buildings. Similar demolition support is being provided at Joint Base Langley-Eustis (JBLE), as well.
NOAA National Marine Fisheries Service (NMFS) and National Ocean Service (NOS) Support. dpSTUDIO is in the midst of a 4-year, $650,000+ subcontract with Lynker Technologies to support NOAA NOS with research, equipment testing & analysis, deployment, and monitoring of oceanographic instrumentation throughout the US and territories for water level, currents, tides and other data that are critical to navigation and commerce. Our history with NOAA goes back several years. Beginning in 2010, dpSTUDIO was Project Principal for a series of subcontracts to provide technical and scientific support services and staff to track and monitor populations of important fish species within NOAA’s Greater Atlantic Region Fisheries Office (GARFO) labs and port offices from Maine to Virginia. dpSTUDIO principals also supported contracts with NOAA NOS under multi-year blanket purchase agreements involving more than 20 contract staff based in Chesapeake, VA and Seattle, WA.
Permit Support for Norfolk Naval Shipyard Construction of Pier 5. This project, as a subcontractor to Moffatt & Nichol, involved all the water quality permitting and dredge spoil assessment and remediation related to demolition of two existing piers and construction of a new pier large enough to accommodate all current and future Navy vessels, including the Gerald R. Ford (CVN-78) class of aircraft carrier. Mr. Papa managed the handling of all hazardous materials related to this $350M construction project and handling and disposal of an anticipated 600,000 cu yds of dredge material and specifications used to later bid the construction. dpSTUDIO served as Project Manager for a U.S. EPA-funded Brownfield Assessment grant and later wrote the winning grant application to secure subsequent grants ($200k each for Petroleum sites and hazardous sites) in the City of Hampton. More than 50 projects were completed, including for the 75-acre former Virginia School for Deaf and Blind. Services at this c. 1909 multi-structure institutional campus began with a Phase I ESA and a comprehensive Phase II that included asbestos & lead paint surveys; sampling of PCB-contaminated electrical transformers; and soil & groundwater investigation for underground storage tanks (USTs). Followup activities included UST removal, perimeter air sampling, and remedial action and demolition plans.

Environmental Engineering Services for United States Postal Service - dpSTUDIO personnel completed and/or managed environmental compliance projects at more than 700 post offices, vehicle maintenance facilities (VMFs), and processing & distribution centers (P&DCs) throughout three states in the USPS Eastern Facilities Service area. Projects included surveys of asbestos, lead-based paint, lead in drinking water, and radon; pre-acquisition environmental site assessments; construction management for asbestos and lead paint abatement; underground and above ground storage tank compliance and closures; pollution prevention plans; and training. (Projects commenced before, and continued after formation of dpSTUDIO LLC).
